I'm Stumped!

Some of you may be familiar with this house, on Eastern in Davenport. I've seen this odd facade on the house before--but I finally decided to put it up here, and ask if anyone can tell me what it's supposed to represent.....? I'll admit, I just don't get this. What's more, I don't get why anyone would have a scene like this plastered above the front door of their house.......
